A zoomorph is the representation of a deity or spirit in the form of an animal. It is likely that these small carvings served this purpose. Most are composite animals with characteristics drawn from various species, real and imaginary.
They are also probably totemic, which is to say they were worn in the hopes of conveying or granting the wearer something of the character of the totem - its strength, power, size, or ferocity, for example.
